Journal Article 2024 09 08 <p>Development necessitates change, and any form of development aimed at advancing society cannot be achieved without profound transformations in socio-cultural structures. This study investigates the socio-cultural barriers to development in the city of Bileh Savar by employing both a survey technique and the grounded theory method. The statistical population in the quantitative section consisted of 400 citizens aged 20 and above, with at least a high school diploma, employed in various professions. In the qualitative section, 15 university professors, managers, and experts in the social and cultural domains of Bileh Savar were selected using purposive sampling until theoretical saturation was reached. The findings from the quantitative section indicate a significant relationship between all independent variables, including social capital, human capital, aspiration spirit, modernist attitudes, dependency on state power, cultural capital, and the level of development in Bileh Savar. The qualitative findings further reveal that the city's development is influenced by a set of specific conditions, categorized into three main dimensions. The causal conditions include the lack of a modernist attitude, weak social capital, dependency on state power, and weak human capital. The intervening conditions consist of weak cultural capital, inefficiency and ineffectiveness, and the absence of an aspiration spirit. The contextual conditions encompass the ecological situation and low levels of investment. These conditions collectively and interactively have led to the emergence of a phenomenon termed imbalanced development (core category), which has impacted Bileh Savar. In response, the residents of this city have adopted specific strategies, which can be classified into two broad categories: conflict with the status quo and adaptation to prevailing conditions. The consequences of these strategies, considering the prevailing conditions, include the persistence of underdevelopment, migration, and a low quality of life for the city's residents. Based on these findings, experts interpret the underdevelopment of Bileh Savar as a manifestation of uneven and uncoordinated development.</p> <p>توسعه مستلزم تغییر است و توسعه‌ای كه به پیشبرد جامعه می‌اندیشد، بدون ایجاد تغییرات عمیق در ساختارهای اجتماعی- فرهنگی به وجود نخواهد آمد. این پژوهش با هدف بررسی موانع فرهنگی-اجتماعی توسعه یافتگی در شهر بیله سوار از یک سو از تکنیک پیمایشی و از سوی دیگر از روش نظریه زمینه‌ای بهره گرفته است. در این راستا جامعه آماری تحقیق نیز در بخش کمی تعداد 400 نفراز شهروندان 20 سال به بالای این شهر با حداقل تحصیلات دیپلم که در صنوف مختلف مشغول بکار بودند و در بخش کیفی نظر 15 نفر از اساتید دانشگاهی، مدیران و افراد صاحب منصب خبره در حوزه اجتماعی و فرهنگی شهر بیله سوار که با استفاده از روش نمونه­گیری هدفمند و با اشباع نظری انتخاب شدند، مورد بررسی قرار گرفته‌اند. نتایج بخش کمی، حاکی از وجود رابطه معنادار بین تمامی متغیرهای مستقل: سرمایه اجتماعی، سرمایه انسانی، روحیه فزونخواهی، نگرش نوگرایانه، وابستگی به قدرت دولت، سرمایه فرهنگی و توسعه یافتگی شهر بیله سوار است. یافته‌های بدست آمده در بخش کیفی نیز نشان داده که توسعه یافتگی شهر در شهر بیله سوارتحت تاثیر یکسری شرایط خاصی بوده است. این شرایط در سه مقوله اصلی که عبارتند از: شرایط علی شامل: فقدان نگرش نوگرایانه، ضعف سرمایه اجتماعی، وابستگی به قدرت دولت، ضعف سرمایه انسانی. شرایط مداخله گر شامل: ضعف سرمایه فرهنگی، عدم کارایی و اثربخشی و فقدان روحیه فزونخواهی. شرایط زمینه‌ای شامل: موقعیت اکولوژیکی و میزان پایین سرمایه گذاری طبقه بندی می‌شوند. شرایط مذکور بطور کلی و در امتداد با یکدیگر باعث شده اند پدیده‌ای به نام توسعه نامتوازن (مقوله هسته) و عناصر آن وارد شهر بیله سوار شوند که مردم این شهر در برابر آن استراتژی‌های خاصی را اتخاذ نمودند که می‌توان در قالب تعارض با وضع موجود و سازگاری با شرایط حاکم دسته بندی کرد که پیامدهای آن با توجه به این شرایط تدوام توسعه نیافتگی، مهاجرت و کیفیت پایین زندگی ساکنان این شهر می‌باشد. با توجه به این یافته‌ها می­توان گفت متخصصان علل توسعه نیافتگی شهر بیله سوار را به مثابه توسعه‌ای ناموزون و ناهماهنگ تفسیر می‌کنند.</p> https://www.journalspsich.com/index.php/journalspsich/article/download/418/404
