Journal Article 1403 10 30 <p>During recent decades, the country has faced unrest, and the system, through continuous and multilateral efforts, has managed these incidents. Unfortunately, within the framework of security governance, these activities have been neglected and neither identified nor enumerated, which constitutes the problem addressed by this research. Today, in all countries—even in developed ones—disagreements and conflicts between the government and the people are commonplace. However, the crucial point is how opposition is expressed, demands are voiced, crises are managed, and how the system decides and responds to these demands. If the recent riots and unrest are examined from the perspective of the types of actors involved, one encounters various groups of actors, each motivated by specific objectives and employing particular methods. Nevertheless, the interplay and complexity among different variables—alongside driving factors and provocative elements—have transformed the actors’ actions from parallel endeavors into convergence, synergy, and cohesion, ultimately positioning them in conflict with the system’s values and structures. A proper understanding of the demands, objectives, and methods of each group of actors can assist decision-makers in selecting appropriate responses—whether to address legitimate demands correctly and logically or to confront and counter illegitimate excesses.</p> <p>در خلال دهه‌های اخیر کشور با ناآرامی‌هایی مواجه شده است و نظام با تلاش‌های مستمر و چندجانبه، آن‌ها را مدیریت کرده است. متأسفانه این فعالیت‌ها در قالب حکمرانی امنیتی، مورد بی‌توجهی قرارگرفته و شناسایی و احصا نگردیده‌اند که این مطلب، مسئله این پژوهش است. امروزه در همه کشورها، حتی در کشورهای توسعه یافته، اختلاف نظر و تعارض میان حکومت و مردم امری شایع است. اما نکته مهم در این بین، چگونگی ابراز مخالفت، بیان خواسته‌ها، شیوه مدیریت بحران و نحوه تصمیم گیری و پاسخگویی سیستم به مطالبات است. اگر اغتشاشات و ناآرامی‌های اخیر را از منظر نوع بازیگران مورد بررسی و تجزیه و تحلیل قرار دهیم، با گروه‌های مختلفی از بازیگرانی مواجه هستیم که هر کدام با انگیزه، هدف و روش خاص خود وارد میدان شده بودند، اما ارتباط و پیچیدگی میان متغیرهای گوناگون در کنار عوامل پیشران و عناصر تحریک کننده، کنش‌های بازیگران را از موازیت به سمت تراکم، هم افزایی و انسجام و در نهایت در مسیر تعارض با ارزش‌ها و ساختارهای نظام قرار داد. شناخت صحیح خواسته‌ها، اهداف و روش‌های هرگروه از بازیگران می‌تواند به تصمیم گیران در انتخاب عکس العمل مناسب در پاسخگویی صحیح و منطقی به مطالبات مشروع، و یا برخورد و مقابله با زیاده خواهی‌های نامشروع کمک نماید.</p> https://www.journalspsich.com/index.php/journalspsich/article/download/407/434
