    <Abstract>&lt;p class="Abstract"&gt;&lt;span lang="EN-GB" style="font-size: 9.0pt; line-height: 115%;"&gt;The tremors experienced in international relations since 1989 have significantly altered the geopolitical landscape of various regions across the world. Following the dissolution of the Soviet Union, Western countries, aiming to diversify their energy suppliers, signed multiple agreements concerning the utilization of hydrocarbon resources in the Caspian region. The United States actively sought to extend its influence over these areas by aligning disparate systems within its strategic orbit. Thus, although the Caucasus occupies a relatively small geographic area on the world map, the interest in this region far exceeds its physical size, indicating why certain countries strive to redefine their national interests and policy priorities. This region, due to its geopolitical and strategic importance, has consistently experienced fluctuations in relevance relative to the foreign policy agendas of global powers. While the Caucasus was previously on the periphery of international power rivalries, it has now become significantly more important both to neighboring states and to influential extra-regional actors. The crisis in the region has intensified following Russia's war against Ukraine, with the area increasingly influenced by the dynamics of NATO and U.S. relations with Russia. Consequently, a new "Great Game" has emerged in this region, shaped by the legacy frameworks of traditional power rivalries. The main lines of U.S. policy toward the region were formulated in the early 1990s. Following the discovery of substantial oil reserves and the success of agreements between Western oil companies and regional governments, U.S. energy policy shifted toward greater engagement. The Clinton administration designated the exploration and export of Caspian oil as a foreign policy priority, developing strategies to assist and accelerate the rapid development and export of oil to the United States and other Western markets. Over the past two decades, substantial shifts have occurred in U.S. energy policy. Over time, these policies increasingly leaned toward disengagement from energy projects. These significant changes are also evident in the context of U.S. energy policy regarding the Caucasus.&lt;/span&gt;&lt;/p&gt;</Abstract>
    <OtherAbstract Language="FA">&lt;p&gt;لرزش‌های تجربه شده در روابط بین الملل از سال 1989 به طور قابل توجهی جغرافیای سیاسی مناطق مختلف جهان را تغییر داده است.پس از فروپاشی اتحاد جماهیر شوروی، کشورهای غربی با هدف تنوع بخشیدن به تامین کنندگان انرژی خود، قراردادهای متعددی را در خصوص استفاده از منابع هیدروکربنی در حوزه خزر امضا کردند ایالات متحده، به سادگی تلاش کرد تا با پیوند دادن سیستم‌های مختلف همسویی خود، این مناطق را تحت پوشش قرار دهد. بنابراین، اگرچه قفقاز منطقه تقریبا کوچکی را در نقشه جهان اشغال می‌کند، اما علاقه به این منطقه بسیار بزرگتر از اندازه جغرافیایی آن است که نشان می‌دهد چرا برخی کشورها به دنبال تعریف منافع ملی و اولویت‌های سیاست خود هستند.این منطقه از نظر اهمیت ژئوپلیتیکی و استراتژیک همواره در رقابت با سایر برنامه‌های سیاست خارجی قدرت‌های جهانی دارای نوسان بوده است. در حالی که قفقاز قبلاً در حاشیه رقابت بین قدرت‌های بین المللی قرار داشت، اما اکنون هم برای همسایگان و هم برای بازیگران غیرمنطقه‌ای با نفوذ بسیار مهم‌تر شده است. بحران در این منطقه با شروع جنگ روسیه علیه اوکراین شدیدتر شده و این منطقه تحت تأثیر روابط ناتو و آمریکا با روسیه قرار گرفته است. در نتیجه، یک بازی بزرگ جدید در این منطقه با چارچوب‌های بازی‌های قدرت‌های قدیمی شکل گرفته است.خطوط اصلی سیاست ایالات متحده در قبال این منطقه در اوایل دهه 1990 ایجاد شد. به دنبال کشف ذخایر قابل توجه نفت در اوایل دهه 1990 و توافقات موفق بین شرکت‌های نفتی غرب و دولت‌های این منطقه، سیاست انرژی ایالات متحده به سمت افزایش تعامل حرکت کرد. دولت کلینتون اکتشاف و صادرات نفت خزر را به عنوان یک اولویت سیاست خارجی تعیین کرد و سیاست‌هایی را برای کمک و تسریع در توسعه سریع‌ترین و ارسال نفت به ایالات متحده و دیگر بازارهای غربی طراحی کرد.طی دو دهه اخیر تغییرات قابل توجهی در سیاست انرژی ایالات متحده رخ داده است. با گذشت زمان، این سیاست‌ها به سمت جدایی از پروژه‌های انرژی گرایش پیدا کرد. این تغییرات قابل توجه در سیاست انرژی ایالات متحده در قبال منطقه قفقاز نیز قابل مشاهده است.&lt;/p&gt;</OtherAbstract>
