In our country, multiple institutions, such as the Islamic Consultative Assembly, the Supreme Council of the Cultural Revolution, the Ministry of Science, Research, and Technology, and the Vice Presidency for Science and Technology, are responsible for making and shaping decisions for the development and deepening of higher education. This article aims to examine the roles of two significant institutions in the country's higher education system (the Supreme Council of Science, Research, and Technology and the National Steering Committee for the Comprehensive Scientific Plan of the Country) that have directly impacted the science and technology ecosystem. Ultimately, the effectiveness or ineffectiveness of the decisions and actions of these two important institutions will be analyzed.</p> <p>دولت‌ها در دنیای مدرن تلاش می‌کنند که با اعمال سیاست‌گذاری دقیق، ایجاد ساختارهای مناسب اداری و تعریف جایگاه‌های مشخص برای نهادهای تصمیم‌گیر در زیست‌بوم علم و فناوری، حق آموزش و حق بر آموزش را که از جمله حقوق بنیادین بشر محسوب می‌شود، به کلیه شهروندان تعمیم دهند. در کشور ما، نهادهای متعددی نظیر مجلس شورای اسلامی، شورای عالی انقلاب فرهنگی، وزارت علوم، تحقیقات و فناوری، معاونت علمی و فناوری رئیس‌جمهور و... مسئولیت تصمیم‌گیری و تصمیم‌سازی در زمینه توسعه و تعمیق آموزش عالی را بر عهده دارند. در مقاله حاضر، سعی بر این است که جایگاه دو نهاد مهم در آموزش عالی کشور، یعنی شورای عالی عتف و ستاد راهبری نقشه جامع علمی کشور، که به طور مستقیم بر زیست‌بوم علم و فناوری تأثیر داشته‌اند، بررسی شود و در نهایت، کارآمدی یا ناکارآمدی تصمیمات و اقدامات این دو نهاد مهم مورد تحلیل قرار گیرد.</p> https://www.journalspsich.com/index.php/journalspsich/article/download/194/117
